    NOTICE IS HEREBY GIVEN that sealed Bid Proposals will be received by the Rumson-Fair Haven Board of Education, Rumson, Monmouth County, New Jersey 07760 for:







    In accordance with Drawings and Project Manuals, Commission No. 18K067, dated March 12, 2019, together with all work incidental thereto as prepared by the SPIEZLE ARCHITECTURAL GROUP, INC., 1395 Yardville-Hamilton Square Road, Hamilton, New Jersey, 08691.

    Sealed bids for the above will be received as a Single Lump Sum Bid by the School Business Administrator/Board Secretary of the Rumson Board of Education, at the board offices located at 74 Ridge Road, Rumson, New Jersey at 3:30 P.M. (Prevailing Time) on Thursday, April 11, 2019 and be publicly opened and read aloud immediately thereafter.  Neither the Rumson Board of Education, nor the Architect will assume any responsibility for Bids mailed or misdirected in delivery.

    The Rumson-Fair Haven Board of Education reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law if it is in the best interest of the Rumson-Fair Haven Board of Education. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Rumson-Fair Haven Board of Education.

    Bidding and Contract Requirements, Bid Forms, Specifications and Contract Drawings and other Contract Documents may be examined during normal office hours at Architect’s Office, 1395 Yardville-Hamilton Square Road, Suite 2A, Hamilton, New Jersey, 08691.

    Complete sets of Bidding Documents will be available on CD, and can be obtained at the Architect’s Office during regular business hours for a non-refundable fee to Bidders of Fifty ($50.00) Dollars, which includes standard two day delivery.  A separate non-refundable cost of Twenty Five ($25.00) Dollars per set will be charged for handling and mailing via overnight delivery to Contractors if requested. A separate non-refundable handling charge of Ten ($10.00) Dollars per set will be charged for sending Contract Documents via overnight delivery as prearranged and paid for by the Bidder.  Non-refundable check(s) for Bidding documents shall be made payable to the “Spiezle Architectural Group, Inc.”  All Bidders should contact the Architect’s Office at (609) 695-7400 to confirm details of availability of Bidding Documents.  Bidders who obtain Bidding Documents on CD are advised that a hard copy set of documents will be maintained in the office of the Architect and the office of the Owner.

    Bids must be submitted on the proposal forms provided in the manner designated, accompanied by a bid guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond (together with a Consent of Surety) drawn to the order of the “Rumson-Fair Haven Board of Education” for the amount of Ten Percent (10%) of the bid, but not in excess of $20,000.” The bid is the Base Bid or Base Bid with Alternate Bid(s), whichever is greater.  The bid guarantee must be delivered at the above named location on or before the time noted.

    There is a non-mandatory pre-bid meeting scheduled for this project.  Attendance is Strongly Encouraged.  Due to the special nature of the work involved that can only be seen by an in-depth visitation, prospective bidders can contact the District to arrange follow-up site visitations prior to submission of their bids to have a thorough understanding of the scope of work involved.

    Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq. pertaining to the "Public School Contract Laws".

    Pursuant to N.J.S.A. 18A:18A:-27, bidders for contracts exceeding the bid threshold must be pre-qualified by the state of New Jersey, Department of the Treasury, Division of Property Management and Construction.  Bidding Contractors must be pre-qualified as either “C008 General Construction” or “C009 General Construction / Alterations and Additions”.  Each bid must be accompanied by an affidavit so certifying if applicable. 

    No qualification rating of any bidder shall be influenced by the bidder's race, religion, sex, national origin, nationality or place of residence.

    No person shall be qualified to bid on any public work contract with the board of education, the entire cost whereof will exceed $20,000.00, who shall not have submitted a statement as required by N.J.S.A. 18A:18A-28 within a period of one year preceding the date of opening of bids for such contract.  Every bidder shall submit with his bid an affidavit that subsequent to the latest such statement submitted by him there has been no material adverse change in his qualification information except as set forth in said affidavit.

    Bidders are required to comply with requirements of N.J.S.A. 10:5-1 et seq., “The Law Against Discrimination” and affirmative action, N.J.S.A. 10:5-31 et seq. and N.J.AC. 17:27-1 et seq.

    All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act to the Bidder and all subcontractors. 

    Pursuant to P.L. 2004, c.57 Business Registration of Public Contractors, all bids must include a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue of the Bidder and must include that of all subcontractors i.e., “named subcontractors” whose prices are included in the Contractor’s bid.
